我的研究關注人工智慧進入政府之後，如何改變公共行政的治理架構、行政運作與民主治理條件。我不把 AI 只視為新的行政工具，而是進一步追問：權威如何移動、理由如何形成、責任如何歸屬、組織邊界如何改變，以及效率、課責、公平與公共價值應如何重新平衡。
My current research examines how artificial intelligence is reshaping government, public administration, and the institutional conditions of democratic governance. Rather than treating AI simply as a new administrative tool, I focus on how it changes the location of authority, the formation of reasons, the attribution of responsibility, organizational boundaries, and the balance among efficiency, accountability, fairness, and public value.
研究架構 Research Framework
我目前的研究架構，以五個分析層次與五個分析單位交叉形成的「二十五個治理座標」，作為定位人工智慧如何進入公共行政的分析工具。當 AI 進入不同治理座標後，我進一步觀察三項結構效應：跨格移動、邊界消解與新行動者進入；並以情境建構、權威、理由與責任四條治理鏈，分析治理關係如何重新組合。七項治理稽核則作為壓力測試（stress test）工具，用來檢視 AI 介入不同治理位置後可能產生的制度問題。
在這套研究設計中，案例不是用來證明理論，而是用來測試分析架構。典範重構也不是預先設定的結論，而是經過不同案例與治理壓力測試之後，才可能成立的理論結果。
My current research framework uses twenty-five governance coordinates, formed by crossing five analytical levels with five units of analysis, to identify where and how AI enters public administration. When AI enters different governance coordinates, I examine three structural effects: cross-coordinate movement, boundary dissolution, and the entry of new actors. I then trace changes in governance relationships through four governance chains—context construction, authority, reason-giving, and responsibility. Seven governance audits serve as stress-test tools for examining the institutional problems that may emerge when AI intervenes in different governance settings.
In this research design, cases are not used to prove the theory; they are used to test the analytical framework. Paradigm reconstruction is likewise not a predetermined conclusion. It is a possible theoretical outcome that can be considered only after the framework has been subjected to different cases and governance stress tests.
